I've added a selector to the group email form that allows the user to select a "minimum group level" for which members will receive the email ... In other words, "All members", level 2+, level 3+, etc up to level 14+ (... no level 15 option since there should only be 1 person as the group owner @ 15).
The system shows you how many group members will be emailed for each of the level options.
