I wouldn't have done it, if it had occured to me for a couple of reasons. Firstly it seems like an endgame type of play. Not something you'd do until you were totally ready for the attention it drew. Secondly it seems a little out of character for Will in this arc, who is keen to not be attracting attention. That's why he went to Cabinda, to keep Rick occupied and off his trail.
Generally, I'm writing Will here with pragmatic villainy in mind. I found myself reminded of the Practical Incarnation from Planescape Torment this morning: He did some pretty despicable things, but each of them was done in mind with turning someone into a tool for later use.
