October Novel Prep Challenge

The closest I get is that Boudica sets up The Royal Society about a century earlier than in the real world, and sets out to provide universal schooling, and institutions for technological development. This is her real passion, and the other stuff gets in the way. There are lots of possibilities here though, and schools being destroyed and children prevented from going to school become problems for her.
