To silence barking dogs? Take the dogs some dog toys, or call Animal Services, who will come and give the owners a warning for nuisance barking. If they've been barking all day and they're approachable, you might check to see if they have food and water–then call Animal Services. Barking dogs give me anxiety because I feel too much empathy for the animals (not so much for the owners), so I've started wearing noise cancelling earbuds when I notice barking. If it's bad, I play white noise on them.
