I think fanfiction is a perfectly valid form of writing. I've been doing it since I was a little kid. If there's a set of characters you love, it's part of the "play" experience to create your own stories about them. (Especially if one has a collection of toys of them )
Publicizing the stories and/or making money from it is different... I rarely actually read anyone else's fanfiction.
