Like some other relationships, it's complicated.

I do believe some fan-fiction is very creative and if it's published, it's creatively violating the intellectual property of authors. Yet, other times it's crap and is an uninventive way to violate the author. But, it can also be a great advertisement for the author if credit is given to the author and the work it's based up. So in answer to your question; yes!
