Ohh! This is a tricky one. I know in Japan the legal driving age is 21. Granted they also have a lot more reliable public transportation than the US.(just saying.)
Especially in the South Western United States, a lot of the time, you have no option except to drive a personal vehicle. If your parents can't take you to school and you can't take the bus, you'd have an awful hard go of it in high school if you weren't allowed to get a drivers license at 16.
The problem is teens are impulsive and often have this mindset that nothing bad is ever going to happen to them. This makes them a bit reckless in general.
The conclusion I have reached is that if the US had better public transportation and infrastructure, I'd say that raising the driving age to 18 would be a good idea. However, with transportation and roads being what they are in the continental US, I'm not sure it's the best plan.
