In Germany driving age is 18, but we have the opportunity to start taking driving lessons (practical prep) with 17 when a legal adult (usually a parent) is present in the car at all times – when it's not the driving instructor. (Most people still do it the "classical" way).
That shall be the absolute minimum age. Below, youth may be too unstable yet to be unleashed on the world behind a wheel yet.
But that's just MHO. Germans are so sickeningly rational and prudent, are we?
