It's an interesting question. The ideal situation would be to leave it up to the States - out west, all you need to be able to do is drive in a straight line, here in the northeast you need to know how to go around corners too - but it's not very practical when you consider driving interstate. So I'd say leave it as it is, it seems to be working okay.
What I would change is the training and the test. Make them spend some time on a skid pan, teach 'em about handling a car as well as rules of the road etc. Since they're bound to get into trouble sometimes, teach 'em how to get out of it. I once watched a guy arrive in a snowy car park, allow the the car to go sideways as he turned a corner, and sit there helplessly as the car pirouetted in circles. Easily controlled by steering into the skid but he didn't know that. That's a case of someone not knowing how to drive - but he had a licence.
