16 in New Zealand to sit your learner's test (that's all theory), and at least 16 1/2 before you can go for your restricted license - that means you can drive by yourself (but not during certain hours).
I think I had my full license before I turned 18.
These days, because I'm older and a lot more jaded, I think the age is still fine but learn to drive only in a manual car (so you actually learn how to DRIVE rather than how a car drives) and be only allow to drive in a certain cc rating before you turn 20 or something. Seriously, you have to have a fair amount of brawn and brains to control a car, no matter what sort, but certainly something that is far more powerful than you really need.
(And now, cause, I'm ranting, if we only had vehicles that could physically go no faster than 110km/hour we might have a far smaller road toll. Oh no, scratch that - we have to get rid of the stupid drivers first...)
