That is beyond frustrating. I'm sorry he's dealing with that. He doesn't have to go it alone. There are charity organizations like the DAV (Disabled American Veterans) that have ambassadors that will help with claims for free. It wouldn't hurt to contact them to see if there's someone that could help him learn to use telehealth, if he really has to, or advocate for him, so he doesn't have to.
