Sorry to sound old fashioned, but you did say 'all-time' so it has to be Cole Porter. No-one even comes close to matching the sophisticated wit, the perfect blend of lyric and melody, the startling rhymes and rhythms.
Forced to pick a favourite from his songbook, I'd have to say that I've never come across such an exquisitely dark understatement as "Miss Otis Regrets". It seems to bring out the best in everyone who's been anyone, but Ella Fitzgerald's rendition would probably be my pick.
