I know parents who wouldn’t let their kids trick or treat because of allergy risk. Other parents made conscious efforts to eliminate the threat telling their kid what they could not accept (case in point), while also removing any threats from the collection.

I know many kids start eating candy en route, so there’s also that threat. Smart choice not to hand out.
