The spreadsheet has no way of knowing whether you declared. It was just a bug, which I've fixed now, so thanks for reporting it.

Declaring in the forum is for fairness, so other sprinters know what your intent is. You should declare for Official sprints as well as minis. But it won't cause you to not get points if you fail to do so. At worst, someone might complain.
