Okay then, Steven comes into possession of the Acme Costume Gun, ray gun that looks like a toy that can turn people into wearable costumes if they are shot with it. The people simply collapse into a pile of skin and clothes and the skin (an elastic type materiel until worn) can then be put on by anyone.

One size fits all.
