Okay, so which of the DC villainess’s do we focus on for this rehabilitation?

How about a most likely option, Leslie Willis aka live wire, The villainess with the power over electricity? Typically, the way she’s taken down is spraying her with water, making her short circuit, rendering her powerless. If she’s stuck in diapers, technically it renders her powers useless, because if she does manage to recharge, she’ll short circuit the second she wets herself.
