While sarutobi was the hokage a certain troblemaker placed a "law project" where every ninja below jonin would have to wear diapers as a way to force them to train to become stealthier, all of this was obviouly a joke and should have been discarded the second it was seen, but since nobody did the paperwork properly it was still there when tsunade asumed, and durig a day she was very tired she acidentaly aproved the law project
