Snake anthro? This could be snake with arms and little else anthro-ish, except perhaps the mouth is more agile so it can talk. Another possibility is a full Naga: Upper half person, lower half snake, with reptilian, slitted eyes, unhinging jaw etc even on the human half, though there her skin is normal human looking.
