Another idea altogether.

Steven has had the power (through the use of a device) to read minds and/or make anyone do or think anything he wants them to do or think. Steven has had this power a long time and has grown bored of playing with the minds of other people himself. So he creates an orb that he arranges people to find which gives them this power. He wants to see if this type of power will corrupt the people who he gives it to and what things they will do with this new power. When giving people this power he nudges them so they don't do anything he considers boring like using it to get lots of money or things for themselves.

Steven arranges that this orb falls into the hands of _____________________.
