Things were different since Naruto didn’t become a Shinobi Hiruzen tried many times to get him to join the academy but he didn’t want to become what he came to fear over the years and eventually Hiruzen gave up trying.
Because he didn’t the events of the invasion during the Chunin exams was different Gaara wasn’t stopped by as quickly as the Shinobi forces needed to focus on taking him down meaning that the village received more damage and loss of lives.
Naruto wasn’t with Jiraiya to help get Tsunade back so she could be Hokage and Jiraiya was unable to convince her to do it so he had to take up the mantle until he finds someone or trains someone to take his place as he didn’t want Danzo to take the position.
Naruto was shy and not very confident as he didn’t want to draw attention to himself because he wanted to avoid Shinobi or Kunoichi, during the invasion the house that Hiruzen go him put into was destroyed and he no longer had an allowance after his death so he had no money for food, clothes or shelter, nobody would hire him as he was uneducated since he was kicked out of the schooling system when he was twelve.
Naruto was small for his age because he didn’t receive proper nutrition growing up so he looked more like a child rather then the teenager he was, every time he saw a Shinobi or Kunoichi or even a shinobi headband or tool he would flinch in fear and run away or hide.
Now here we see Naruto begging for food even scraps in clothes that looked like rags they were so bad, he was dirty now he failed to notice that he was being observed by someone seeing him the person says to themselves “who would ignore a child that needs food it looks like the kid hasn’t eaten in weeks or only had food scraps, maybe the kids parents died during the invasion”
Naruto was wondering around begging for food oblivious to the person tailing him watching the child beg was heart wrenching for the person “I am going to adopt this child as I cannot just let this kid die on the streets” the person said as she made her way over to the kid failing to recognize it was Naruto as the dirt made his hair brown.
