1) Most likely as a side effect of his upbringing, Harry's magic had a strange quirk: When he's afraid or in danger, he is likely to shrink into a tiny but highly durable form. Activation is easy, it seems to work automatically, though not every time he's in a life-threatening situation, the problem is growing back which while only needing him to be out of danger, also needs to be a conscious deliberate decision, and the erratic nature of his shrinkage means it's not like he has much practice at it.
2) Looking for a way to connect with his father and godfather, Harry attempts to become an animagus. It works, but as is Harry's luck he's a magical creature.... but it's a fairy, not something impressive like a dragon :P
3) The stares and whispers from the rest of his classmates gets too much for Harry, so uses a shrinking spell on himself in order to get some peace, quiet and alone time away from the rumors and attention. Probem is, he doesn't know the counter spell, so he's stuck like this, at least for now
