While Johnny had no prospective guests to stay at his inn at the moment besides Cloud and his party, the former Midgar resident decided to make Cloud pay a special fee to spend the night. That is in addition to paying the fee to use the rooms.
The reason Johnny was doing this was that after he had helped Cloud out in Wall Market and before he fled Midgar, Johnny found out that it had been Cloud, Tifa, and Avalanche who had driven him out of his parents' house in the Sector 7 Slums. Sure, it ended up saving his life, but now he had no home or family left.
Johnny still respected his bro, but he wanted some leverage on the blonde ex-Soldier. So, as Johnny had the other pick out their rooms, he invited Cloud to his office/bedroom to discuss the bill. As he waited for Cloud, Johnny tapped the only material he had with him, which was one he had since Master after leaving Midgar. The Material was not as powerful as one that let someone basically mind-control someone, but it was of a similar nature. Rather than controlling Cloud's mind, Johnny's material would make the blonde more open to suggestion.
As soon as Cloud arrived, Johnny activated the material and saw his guest's eyes lose their focus a little. "Thanks for coming to see me to discuss your bill. You are my first guest after all, so I wanted to make a performance out of it," Johnny said as Cloud stoically nodded at him. "Come in, take a seat, and get comfortable," Johnny said, smiling as Cloud followed his orders as he approached the other chair in the room and sank into it.
"So what do we owe you to stay over?" Cloud asked.
"You don't look too comfortable, Bro. Come on, relax and loosen up a little," Johnny ordered and smirked as under the influence of the Material Cloud, relaxed as he slumped a little in the chair and spread his legs a little. Johnny was a little surprised by this since the stance made it sort of look like he was presenting his pants-covered crotch to him.
"See, doesn't that feel a little more comfortable?" Johnny asked.
"It does," Cloud said, sounding a little surprised.
"You know what always makes me feel better, especially in the heat of this place, taking off some clothing," Johnny said, and while he said it as nothing more than a statement, the Material to make Cloud more suggestible led the blonde to take it as a small order. Cloud opened his shirt to reveal a muscular, if slim, twinkish upper body. Johnny was once more surprised as Cloud was more suggestible than he would have thought, as the blonde stood from his seat and dropped his pants before sitting back down in just his underwear and open shirt.
"Nice," Johnny said, unable to help himself as he reached forward and patted Cloud's left leg.
"Thanks, I do try to keep in shape," Cloud said, not finding it weird to strip before the other male, nor the fact that Johnny had touched his thigh.
"It shows," Johnny said as he reached forward and pushed Cloud's shirt fully off him, leaving the blonde in just his underwear, before the former Midgar resident grabbed Cloud's muscular forearms.
"Thanks," Cloud said again, blushing slightly from the compliment, not from the fact that he was almost naked before the fully clothed Johnny. While Johnny really did admire Cloud's body, the real reason he had touched the blonde's thigh and arm, not to mention pushing off the other's shirt, was to see how fully suggestible Cloud was at the moment.
